The wording from the document Amnesty sent me (I've linked it in the second paragraph) when I asked about the official position is as follows:

"Ensure access to abortion services to any woman who becomes pregnant as the result of rape, sexual assault, or incest, or where a pregnancy poses a risk to a woman’s life or a grave risk to her health."

Since neither physical nor mental health is specified in the official position, it appears to encompass both.

Similar arguments were deployed in the UK when the present legislation was passed, but the resulting legislation also allowed abortion pretty widely - since proceeding with a pregnancy always places the mother's health at risk.

And what was the wording chosen for paragraph 9? You say it was closest to b3 - which suggests it was not quite that.

Hi Jen,
Thanks for the insightful analysis of these documents. I think it again demonstrates that the policy the AI leadership was determined to impose on the organisation is much broader in scope than they want to state publicly.
