Since neither physical nor mental health is specified in the official position, it appears to encompass both. The wording from the document Amnesty sent me (I’ve linked it in the second paragraph) when I asked about the official position is as follows:

“Ensure access to abortion services to any woman who becomes pregnant as the result of rape, sexual assault, or incest, or where a pregnancy poses a risk to a woman’s life or a grave risk to her health.”

Since neither physical nor mental health is specified in the official position, it appears to encompass both.

And what <i>was</i> the wording chosen for paragraph 9? You say it was closest to b3 - which suggests it was not quite that.
